I foolishly assumed that a bill to stop cruel puppy breeding practices would be nothing but a good thing. Who could possibly find anything wrong with requiring dog breeders to provide food and clean water, veterinary care and shelter for their animals and to give them enough space to stretch, lie down and fully extend their limbs?
