James Marks gets 20 years for shooting and killing Carl Phipps

James Marks thought Carl Phipps owed him money. So Marks, 24, fatally shot Phipps, 30, in the
head and wounded another man at Independence and Ewing in the early
hours of March 25, 2010.
On Monday, a Jackson County judge sentenced Marks to 20 years in prison, The Kansas City Star reported. Marks reportedly had reached a plea deal with prosecutors, leaving Judge Charles Atwell to sentence him. Atwell handed down sentences of “15 years each for second-degree murder and assault, 20 years each on two counts of armed criminal action and three years on an unrelated charge of unlawful use of a weapon.”
