Is the Camp Zoe-Schwagstock seizure legal?

Last month, the Riverfront Times broke a fairly incredible story about Camp Zoe, the southern Missouri property where the jamband festival Schwagstock is held, being busted up by federal agents and the DEA. 

Authorities have subsequently attempted to seize the 350-acre site from owner Jimmy Tebeau — a member of Grateful Dead tribute band the Schwag — despite the fact that he hasn’t been charged with a single crime.
