Here’s the police report that alleges Kansas City Councilman Michael Brooks choked his assistant

Word began circulating early Wednesday morning of an assault incident involving Michael Brooks, a Kansas City councilman from the 5th District, and his legislative aide, Tonia Titus.

KSHB Channel 41 broke the news by midmorning of allegations that Brooks, an embattled councilman, attacked Titus in a troubling Election Day incident last week.

A report from the Kansas City Police Department obtained Wednesday afternoon by The Pitch confirms that Titus went to Central Patrol November 9 to discuss her version of the incident with authorities.

The report describes how Brooks entered Titus’ work cubicle shortly before 5 p.m. November 4 and remarked, “I really don’t like your hair short or long.” 

When Titus explained that she liked her hair the way it was, she alleges that Brooks grabbed her by her hair and throat and dragged her into his office on the 22nd floor of City Hall. Titus said in the report that she got dragged so quickly that she was unable to scream out, although the report indicates that as many as seven other employees saw what happened.

Titus says Brooks then sat her down in a chair and started choking her with both hands, but then switched to using her own belt as a means to continue choking her.

Titus demanded that Brooks leave her alone and tried standing up. Brooks sat her back down and continued choking her, according to the report.

Brooks was not immediately available for comment. The allegations are merely that; they haven’t been tested in any court. Brooks has not been charged with a crime (KSHB reports that an outside law firm will investigate the incident.)

The police report says Titus left City Hall afterward and did not seek medical attention.

Titus has worked with Brooks since May 2011. Prior to that, Titus worked as an office manager for Truman Medical Center for five years and as an administrative assistant at Kansas City law firm Polsinelli before that.

This is the second high-profile incident for Brooks in his first term as a council member in Kansas City. Little more than a year ago, Brooks sent a woman he met on Facebook nude photos of himself. (Brooks is a pastor at Zion Grove Baptist Church.) Those photos, reportedly, became the leverage used by a nonprofit that tried to bring boxer Floyd Mayweather to Kansas City with city funds that Brooks helped secure. (Mayweather never showed.) 

Brooks is running for re-election. He has been holding fundraisers, including one event October 30 at the offices of Power & Light District operators the Cordish Companies. Brooks has received meager support so far, relative to an incumbent.

He has received $1,485 in campaign contributions, according to his most recent report with the Missouri Ethics Commission. His largest donor is the Greater Kansas City AFL-CIO, with a $500 check. He has gotten a smattering of support from other religious leaders, including Bob Hill, senior minister at Community Christian Church in Kansas City; Rodney Williams, pastor at Swope Parkway United Christian Church; and Mark Tolbert, bishop at Victorious Life Church.

Brooks has led an unremarkable term as councilman, enough so that he has drawn three challengers. They are Ken Bacchus, Alissia Canaday and Bilal Muhammad.
